You will not be able to recover a folder that has been permanently deleted. (If you need to recover a deleted folder in Outlook 2013, Outlook 2016, or Outlook for Microsoft 365 you will only be able to recover the folder and all of its messages if it is still in your “Deleted Items” folder.
